 piccolo in d flat

does anyone out there own a piccolo in d flat? besides being in different keys do they sound different that c piccolo ( like how the a clarinet is darker or 'bluer' in tone that the b flat)? would there be any significance (even in the slightest) of buying a d flat piccolo?

No. It's rarely used, and when it actually does have a part written for it, there's another part written for the C piccolo.

if there is any change in sound between two instruments, it will be because of the shape of the bore, not the length. a wider bore will result in a darker sound, and a narrower bore a brighter sound. One could make a dark sounding Bb clarinet, and a bright sounding A clarinet, if one wanted! The pitch of the instrument really has nothing to do with its tone quality: otherwise flutes and oboes would sound the same!
Another thing I'd say is try not to confuse "low" with "dark" , or "high" with "bright" as they aren't referring to the same thing. One can have a dark sound in the high register, and a bright sound in the low register...for example.
Anyways, back to your question: there may be a difference in sound between the two piccolos, but that will be because of how they are shaped, not that the Db piccolo is shorter than the C piccolo.
