E Bay is often listing instruments from Delhi,India. All much cheaper than one would expect, given the glowing descriptions. Has anyone out there had any experience with these instruments, or done any research on them?

I have heard very bad reports about instruments made in India and China. Particularly the ones with the bright red pads.
If you are tempted, note that many of the clarinets made in India are Albert system or Simple System rather than the normal Boehm.

as Gnomon said, beware of those instrumnets of "good price" from India and China.
I bought a Chinese made flute "Hsin Hai" as my first flute some years ago. I had been struggling to play the lower register c4 to G4 in tune until I bought a Yamaha a year later.
When I double on the clarinet, I knew I would never buy a Chinese instrument again. Consequently, I bought a Taiwan made "Jupiter", following by a Leblanc and a buffet years later.
