I recently bought a “Scott” superb kaspar Ligature from the famous auction site and loved it. So when I was on tour with my university’s Wind Symphony the screw broke. Does anyone know where I can get a replacement screw or if it can somehow be glued back together.

You can find replacement screws. I can't recall which other ligatures have the same size and thread. Perhaps a local music store has some around you can try. You might also contact Phil Muncy at MuncyWinds who sold these ligatures. Perhaps he has some or can make some screws to fit.
I have seen people selling ligature screws pretty cheap on eBay. Perhaps you can find some that you could fit or that can be modified to fit if needed.
FWIW- I had one of these ligatures a few years back and broke a couple of screws while using it. I have never snapped a screw on any other ligature. I could never figure out if there was something different about the metal or some other issue which caused this to happen.
