 Certificate of Merit or Levels

I'm a 42 year old returning clarinet player and was wondering does the clarinet have some kind of State or National Certificate of Merit program like the piano?

If it does, where do I find more information? My teacher is a working professional in L.A. but is not signed up with any type of "ratings" program.
