 Where to find music arranged by "Hovey-Leonar

Where could I find the music/piano accompaniment for "Caprice"... arranged by Hovey-Leonard. Published by Belwin, Inc. (one of those familiar covers that you see everywhere and every song is mysteriously written by an unknown composer and arranged by those two for clarinet.)

On that thought... who does write these things? They NEVER have a composer listed... it always just says "Arr. by HOVEY-LEONARD". Just curious.. I played quite a few of them in junior high and high school for solo-ensemble and now I'm working with another for juries. :) My clarinet teacher was baffled as well.
