The most useful place to measure is at the top of the top joint, after that different degrees of flare come into play with different makers/designs.
What effect does it have? Good question. I played on B&H 1010s for years and changed to French bore, but I hope my sound didn't change radically. I just found it easier to control.
If you listen to older English players (Brymer, De Peyer) you can hear what the old 1010 sounded like, but I bet they could make that sound on any instrument. Many players are now using Peter Eaton clarinets, one of which, the Elite, is a wide-bore model.
