 Alto tuning

Can the set screw on the middle B and high B key be adjusted to help tuning if I get a new pad installed it has a hole in the middle of it both the key and pad are designed that way.

No, don't adjust those. They are critical for making the pads close together. Even if you change the pad thickness the pad height will still need to be the same. You would need to have a tech adjust the toneholes either by enlarging them or by filling them in slightly.
