Used clarinet prices are very depressed right now. I don't know if you could get $400 for it...you might. However, that doesn't mean it isn't worth $400 or more. Right now there are more used clarinets than there are people wanting to buy them.

To answer your second question I think the 27 model was a good one. Everyone of them I've repaired have played well with respectable intonation.
