Kalmus will sell individual parts to you. (Do a Google search and you can get to their website)
When I was a student in high school, my teacher had me copy out from the full score (by hand) many excerpts (such as Miraculous Mandarin and Daphnis) that were not available (then) in the excerpt books. Not only did this help me learn the music better, but it led to a lucrative career as a music copyist when I was in college.
Aside from that you could call your congressional representitives and tell them to repeal these rediculous trade agreements that only make publishers (NOT composers) wealthier, all on the backs of musicians.

If you live in Houston (and that's not just in your email address), I would contact the Houston SYmphony and the Shepard School. Take some lessons from Chris Schubert or Mike Webster, they'll help you get the excerpts you need copied.
Chris Schubert and I were in school together. He should be a terrific teacher.

Try the Daniel Bonade Book by Leblanc publications.
