I'm a novice at arranging music for e-flat, b-lat,alto and bass clar.If I start from a brass quartet or a string quartet or a wind quintet which instruments above should get which lines when transposeing to make it sound as if thats the way it was suppose to be or just pleasing to listen to.

Go by the range of each instrument. Bass should be playing the bass part-cello or tuba or whatever. Alto probably the viola part or trombone. Although I'm not too sure about that one. Bb would play the violin part or trumpet, and I guess Eb would play the other violin or trumpet part. Just make sure that the ranges work out, you don't want to write somthing that is impossible to play. (once someone wrote a low low B for bass calrinet, but mine only went down to Eb!!)

That's a traditional wind 5tet and there are literally hundreds if not thousands of them. Why not check right here on Sneezy in the composition section and pick out a few dozen ...
