Checking eBay, they start from about $800 and go up from there, most of them would be shipped from Japan.
I understand that buying from a private seller may be cheaper than buying from a store. I think it would be difficult for your son to make a choice since any decent clarinet would be better than his current one.
It would be best if you could arrange for his teacher to try the instrument.
Also, I would not underestimate a local music store if they sell used clarinets.
My friend and I recently went to a local store and he tried 3 different R13s, found one that was clearly better than other two and bought it. He is a pro, and a very good one (IMO).
Price wise, if approaching $1K, I would look for a used R13 from a reputable shop.
Since your son will continue playing in college, a better instrument would serve him well and be a better investment.
I would not buy off eBay in your situation.

The above means nothing- it looks like they tried to make it sell-able, at best.
