What you're probably looking at there is a raised F/C tonehole, which is an inset bush that's then been profiled so it purposely sits proud of the joint surface.
Raised/bushed F/C toneholes aren't a new thing as the Buffet Elite was one of the first production Boehm system clarinets to have that (back in the '80s) and there are other clarinets being made with inset/bushed/raised toneholes in certain places to this day. It's most likely been done to lengthen the tonehole to add more substance and stability to the F/C as well as altering the 12ths.
