 Chadash Clarinet Question

I was working on a leaky bottom joint on a friend's Chadash clarinet.

The tone hole for the [E3] / [B4] appeared to be more "proud" of the instrument than other tone holes: almost like on its own version of little baseball pitching mound, with a tone hole in the middle.

I couldn't figure out if this was a repair, a customization to perhaps fine tune pitch, or simply part of the build and likely to be found on other Chadash clarinets.

Thoughts? TIA
