 Leblanc LL Forked Eb Mechanism

I have a new-to-me 19/7 Leblanc LL that I just received back from the tech.

It appears that pressing down the 3rd ring closes the tone hole below the 1st ring but it does not close the tone hole beneath below the 2nd ring/Eb sliver key. However, pressing the 2nd ring moves the 3rd ring.

As opposed to some other mechanisms, I don't see an adjustment screw to allow the 3rd ring to press down that other tone hole.

Is this the way the mechanism is supposed to operate? Did the mechanism get switched somewhere along the way?
