The Shine company made a really good student clarinet - I recall testing it out at Clarinetfest one year (2003 in Salt Lake City?). They made the right hand tone holes slightly smaller (and thus slightly higher/closer together) to accommodate the smaller hands of children. I was impressed with the care they had gone to to design this (without the instrument becoming stuffy).
