I know that the third right hand finger hole on the Yamaha student clarinet is larger and can be problematic for students with small fingers. The ring over that hole could be set lower than the others. If I had 100 clarinets that were just padded a significant portion of them would have the pad for that key poorly installed.
Raising the rings will help close the pad but then the finger may not close the hole. If I have a clarinet that seals but still has trouble speaking over the break, it is usually because of one of the ring keys.
