It's a simple system instrument. Before pitch was to some degree standardized instruments came in a variety of different pitches, and this instrument may be old enough to predate the standardization of pitch. There was a period where instruments were made in either high pitch or low pitch, and low pitch has become the standard. High pitch instruments will not tune satisfactorily with a modern ensemble. It may be marked HP or LP somewhere.
Either way, this is not really a suitable instrument for a player who intends to progress musically to greater things. The simple system of keywork has been almost completely superseded by the more common Boehm system. Unless you are specifically looking for a simple system instrument or an interesting ornament I'd avoid this one.
