I haven't tried that many, maybe a dozen or so Buffet clarinets from around that time. So from that pretty small pool, on average, they are not as good as later ones. On the other hand, one of the best clarinets I've ever tried (not just Buffet clarinets, but all clarinets) is one of those. If you have it essentially for free, then it's probably worth it even if it's just an average one.

Yes, can't tell from the OP, but sounds like maybe the repairer gave them a base cost of a repad.
Did the actual person who would repair it see the clarinet?
If not, I would try to bring so they see it. Also, if the clarinet is at least partly playable, try to check (even very roughly) how it plays and whether it might be worth repairing.
