I'd use a non-abrasive silver polish cloth. I use one (Bed, Bath, and Beyond or Amazon) that's inexpensive for polishing silverware. I've always had great success on my silver keys for them to return to 'like new'.
As for a full on bath...this always scares the crud out of me. But as long as you re-oil the oily parts, go for it. If the horn is naked, then clean the girl. (my horns are always girls like my cars)
