No. If you never have this issue with your other clarinet, then 99% chance there's something wrong with the instrument, in this case a leak. How did you determine there are no leaks?
It's possible you are accidentally opening a hole while reaching the pinky keys for F/C and/or E/B, since those keys . Either an open tone hole or pressing a key.
Check that the throat A key moves slightly before also opening the G# key. If there's no space there at all then the G# might leak sometimes (if not all the time). Though this would normally affect more than just F and E, depending on the amount of leak.
Try playing from low E up chromatically in pianissimo, start each note separately (not legato), and notice exactly if the problem is really only for low F and E or maybe starts even higher. Then the same for middle B and up. Leak are harder to overcome when playing pianissimo.
More likely the leak is not near the top because that usually "kills" the upper clarion register first.
It could be something else, like a mouthpiece issue with the clarinet, you need to get used to it, etc. (maybe you started using new reeds?) but it's just a much smaller chance.
