If you want to keep the resos and I think you should, then install pads as normal, but have the centres punched out of them so you can screw the resos in once they're seated.
Whenever I've repadded Leblanc Opus clarinets which have resos in the largest pad cups, I've used leather pads in there with the centres punched out, then fitted the resos after seating them and then checked and adjusted them again to be sure screwing the resos in hasn't unseated them.
Likewise with older oboes and cors with resos in the large pad cups - it's nice to keep things original in that respect, but use better quality pads compared to what were originally used.
If the reso spuds have been removed, then use pads as they come.
