Where is a good place to find orchestral excerpts that aren't found in books, like the miraculous mandarin, etc.?
Also, where can I find the list of what the most commonly asked excerpts?

Mandarin is rental only. So are a lot of other pieces. Best thing is to get the score and write out your own part for your own personal use. I've heard rumors that some symphony players photocopy rental parts for their personal collections, but I prefer not to believe these rumors since doing that would be unethical and illegal.

Millions of people worldwide copy stuff that is under copyright every week. Most of it for personal use. If it's something that you can't buy or can't justify spending $50-$100+ per part for, i don't see anything wrong with photocopying it for your own library. Not like anyone has to or will know.

It's downright illegal, no ifs, ands, or buts, to make even a personal copy of copyrighted music. Even for a bad page turn.

However, if the music is out of copyright (if it's greater than 90 years old you're pretty safe) you may make your own hand copy of the music (the printing is one copyrioght, the music another). If your print is over 90 years old, you may copy that.

There's a gray area in using programs like MidiScan, where you scan a copy of music that's out of copyright but the printing's not. It transcribes the page into a MIDI file, and then that can be loaded into an editing program where you can fix the translation and add the dynamics, marking, etc. back. (Well, it's not really gray, it's illegal to make even a momentary copy, but since the copy could be deleted immediately ...). Be careful even here - most music is editied, so even though the music may be out of copyright the editorial changes may be copyrighted. Interesting problem.

I'm afraid then that a majority of professional musicians and almost every band director and most college students should be sued. I don't know a single person that hasn't copied music for any reason.

Does that make it right??????
You just might want to talk to the many school districts and universities in this country who have been sued, too.
Make your own decisions, but please don't make out like there's nothing wrong with copying. It is against the law and wrong, even if you and I think that some parts of the law are absolutely stupid.
