From my records that serial number indicates a clarinet made in 1946.
So this is one of the pre R13 polycylindrical models introduced in the early 1950s (although confusingly the catalog no. R13 was sometimes used in earlier years for the pre-polycylindrical clarinets).
I think all those earlier clarinets would have been regarded as professional instruments in their day.
