Winston, it may have been an original composition. From a commentary about the Columbo series:

"One composer who to me seems perhaps the most versatile is Bernardo Segall, doing everything from eerie/foreboding music ("Playback") to Middle Eastern-style ("A Case of Immunity") to lighthearted ("Last Salute to the Commodore"). Also, though maybe I'm wrong about this, it seems his score for "By Dawn's Early Light" is entirely made up of "source" music (marching bands etc), which I'm impressed by, since it's something so distinct within the series."
