In general, undercutting toneholes tends to reduce resistance and stuffiness somewhat, but if overdone can cause a loss of 'center' to the affected note(s). It's sometimes done to correct minor pitch deviations.
I moderately undercut toneholes as general practice when overhauling clarinets that came with straight-sided toneholes from the factory, such as the Boosey & Hawkes instruments, and almost always end up with a clearer-sounding, more free-blowing clarinet.
