The B40 and 5RV (both Lyre and not) are different and you need to try to see which one you like better. If you try both with the same reed strength, most likely at least one of them won't feel very good.

You can pretty much ignore the 13 plays 440, the non 13 plays something else. If you feel a regular Vandoren is a little sharp, try a 13. If a 13 feels a little flat, try a regular one. Only with a specific clarinet and player a mouthpiece would have a certain pitch.
