Slice up some Eb clarinet reeds down their length to get the right width, and then shape the tip, as well as scraping them until the reed works for you.
I made one of these years ago, it worked pretty well making a fairly thick and dark sound, though (as you mentioned) it was tough going on the chops and proved to be even more of an embouchure wrecker than those Fibercane reeds!
I couldn't decide if a double lip embouchure worked better than a single lip embouchure on these as the mouthpiece I made was tiny, and mounted on a standard oboe staple.
