I've noticed the same thing; however, my clarinet came with two barrels and I've only ever used one of them (for ~17 years). The unused one is still shiny. My guess is that the rough barrel is being "digested" by the enzymes in saliva and needs more frequent oiling to protect it.
The lack of shine does not seem to affect the sound.
