Jose -
Easy things first. The Artie Shaw concerto in piano reduction is listed on the Luyben Music site for $7.95.

The beginning method books (Rubank, for example) begin with breath training exercises -- long tones, medium length tones mixed with rests, and so on. At the beginning, it's best to work with a teacher, who can put you on the right track.

For more advanced material on breathing, go to the summaries of master classes given by Arnold Jacobs, who played tuba in the Chicago Symphony and knew more about breath than anyone else. Start with the excellent set of notes on a 1980 master class at:
http://euph.pair.com/jacobs.html
Much of the same material is given in outline form at:
http://www.windsongpress.com/tributes/NYCBS.htm
and http://web.missouri.edu/~cceric/mclass/index.html
A good narrative is at:
http://www.windsongpress.com/tributes/scarlett.htm

The Windsong Press site is devoted to the tuba in general and Jacobs in particular and sells his breath exercise equipment.

Best regards.
