 Playing in College

My high school band is terrible. I'll just come out and say it. We have a total of 19 people, split into two class periods because of crazy scheduling problems. And the instrumentation is not good at all. Playing with them is discouraging sometimes (ok, a lot of times) It almost makes me want to quit. (part of the reason I was having second thoughts about playing a couple of months ago; some of you may remember)

ANYWAY... playing in college will be tons better... I know that. But I want to make sure that I enter a really good program. How do I find out which schools have excellent music programs? I mean, what kinds of questions should I ask, or what should I look for so that I know I won't be disappointed?
