Sara,
Try Brasso on the bell ring, apply a bit with a soft cloth, rub for a couple of minutes, then wipe off completely with a clean soft cloth (an old cotton T-shirt works great). If you happen to slop a bit on the wood, it won't hurt it, as long as you wipe it completely when you're done. You'll have to do this periodically to keep it shiny.
