how do u get that note to sound less "tight" when u play it the sound of the note differs in tone than all the others?
does it sound like that for everyone?

Lots of practise is the only way to get this note to sound good. If the note sounds noticeably different from the C just above it, then the bottom few pads of your clarinet may need to be checked: they could be leaking very slightly. Play the note, then while you're playing it get someone to press all those low pads tight. See does the soound improve. If so, you have a leak and should get a tech to fix it.

this is the over the break note that gives trouble for everyone, its about having the right resistance from the reed, mouthpiece, and ligature.

firstly before blaming your intstrument's condition check your embouchure, you might be pressing too hard on the reed. Another possibility is that you are 'biting' your reed. The high B note is an especially difficult note on articulation and intonation so might want to check from senior players if you are having a problem on the embouchure or if its your pads which are having problems.
If you want to know the best embouchure you might want to post another question concerning your problem so that other better players can give you better advice. And don't forget, you might also be crapping in air support, which is one of the most important factors in clarinet playing.
