I think the best thing to do is to try all three and decide for yourself which works the best. You are the one (I assume) who will be paying for it. I did a blind test when I tried my new clarinet so that I had no preconceived notions about which I liked best. Have someone hand you the instrument without knowing which it is. Figure out some sort of rating system, and by all means take your time. And try more than one in each "style". No two clarinets are ever the same.

In the long run you'll be better off with the R-13. I've owned Festivals and many R-13s and found the Festival to be a wonderful instrument, however the standard R-13 is less expensive and often gets a richer tone. The feel in the hand of the Festival is nice, though, because it is a bit lighter and has the extra Ab/Eb key on the left-hand side of the lower joint.
But, if you're only going to have one clarinet, the R-13 will do everything for you and be a good work instrument.
