I was wondering if anyone could tell me what the best equipment for a 1965 Buffet R13 would be. My teacher told me to get a B&G Super relavation ligature and a Vandoren B45, I already use Vandoren 3 1/2. Thanks!

There is no one best setup. The one your teacher recommends should do well however.

Not a bad start. If you can handle a Vandoren B45 with a Vandoren 3.5 reed, fine.
If you already have this setup, then stick to it for a while and get adjusted to it. I finally got used to my Vandoren B45 with 2.5 to 3 strength Vandoren reeds (or Legere equivalents). If you can make a stiffer reed work for you, that's fine, too.
Just make sure you warm up properly and practice only as long as you can with a responsive embouchure and accurate fingerings. Buffet horns tend to play better and sound better when they are actually warm to the touch, so take the time to gently warm both yourself and your horn up. The horn is capable of playing for hours on end in a professional environment. However, most beginners and intermediate players soon tire after an hour or so of intensely focused practice.
Enjoy. Your horn and proposed mp/reed/lig setup should sound great and play well for a long time to come.
