Looking for solos that fit this criteria:
1) Unaccompanied
2) Minor, modal, or atonal
3) Accessible to beginning or intermediate clarinetists
Most of the works I've found only fit 2 of the criteria, not all three. Any guidance is appreciated!

Have you looked at Kalmen Opperman's "Un Seul" or Koh Okumura's "Two Pieces"?
The Swedish Music Centre might have something.

From the menus, choose:
Search Sheet Music
Contemporary Classical
Composers
L
Levitt, Vladimir (1934-2017)
Winds
Jewish Melody
and download the perusal "Sample" (which is actually the entire work)
If you like it, you can purchase it for 80 kroner, which is (I think) about $US 10 plus probably some shipping.
If you have some browsing time, you can choose:
Instrumentation
Winds
Clarinet (scroll down quite a ways)
You'll see a list of composers, each of whom has at least one work for solo clarinet. Most have samples to examine. And most of the works are for advanced players but, if you take the time to check them out, you might find something that works.
