I don't know if this has been asked before or if it's a lost cause to look for them, but is there anywhere to find replacement parts such as the bell and neck for contra alto and contra bass clarinets?

You didn't mention a specific make. I do not have any myself, but considering that the bodies are prone to breaking, I imagine that there are a few out there. It may take a bit of searching to find them.

I recently bought the body of a contra clarinet off of "that site" (I imagine you are planning to do the same) but have been unable to find replacement parts for it. My plan is to make a neck and bell out of 1 1/4 pvc pipe as it has a similar bore diameter. The body was very cheap so I figured this would be a great way to make a cheap contra.

If you're in the UK, Howarth of London is possibly your best bet for parts.
Great service, but possibly a bit steep on the price.

I'm in the US. I did buy a contra alto clarinet body off of "that site" too. It's a Selmer Bundy that is missing the bell, neck, and mouthpiece. I know that Bundy instruments get a bad rap from a lot of people, but it was cheap and I'm mostly just looking for something to tinker around with.
