My friend has a 1960 Buffet R13 A clarinet. She's gone through the whole work-up and it's not a pad issue.
Her clarion (long) B is about 30 cents flat. The clarion C is slightly sharp, as is usual. This continues in the same pattern when playing low E and F.
So...she tried some of my barrels, which are 65 and 66 Moeniggs. She tried something Japanese from her professor and a couple of others. However, the B is still super flat.
On a whim, she put my Bb barrel on. It's long for an A, but an interesting thing happened: the whole clarinet played flat, but EVENLY flat. Like no popping out B.
So...any ideas of what else to try? She doesn't want to buy a new horn for one note, but it's kind of a big deal.

You have two options:
1) Have a hole drilled in the bell
2) Find a replacement bell that will bring up the pitch (any bell will do, even a plastic one from a student instrument as long as it fits)
A new barrel or mouthpiece will not solve the issue

Try using the bell from her R13 Bb clarinet.

Good advice above, but also check that the register tube is clear (probably not that, but check it anyway). For many years I used an R13 B bell on my Yamaha A clarinet, and the Yamaha A bell on my old R13... can be quite interesting how these things can work out. More reccently I found a Leblanc Concerto bell that fixed the tuning (flattening B) on a Festival B flat, a professional player in France now uses that bell, go figure!

Just the Low E and corresponding clarion B flat sounds like it has the wrong bell on it.
Either that, or Buffet forgot to put the flare at the bottom of the lower joint.
