I'm not sure the seller knows what he's talking about. He's wrong, for example, about the fingerings for low C and Eb, which are in the standard oboe configuration (with the uppermost key giving C and the bottom one giving Eb, the opposite of clarinet and sax). It looks like a standard English system oboe. (See the detailed drawings and descriptons in Baines, Woodwind Instruments and Their History.)
Older English oboes often have open rings. See any photo of Leon Goosens.
Since there was no reserve, the seller will probably be willing to sell it for the $300 asking price, or a bit less since he won't be paying the 5% eBay commission. However, you don't get the eBay protection, either.
If you don't play oboe, you should have a player look at it first. Also, be aware that the fingering is somewhat different from that of the oboes used in the U.S. today.
