I believe these are high pitched mouthpieces because none of them have "Series 13" in their advertisements. "Series 13" is Vandoren's American model with a pitch of 440.
It appears that even GuitarCenter is trying to unload these at $49.99/kit.
I have no idea what their actual pitch is.

The "Series 13" mouthpieces came out back in 1995 or so. I remember buying the first one from my local music store back then. Before that, there were B45 (still a great seller), 5RV lyre, and others. I remember owning a B45 "two tone" swirl mouthpiece that wasn't too bad either.

Unless it's a truly exceptional mouthpiece, I'm not sure I'd want to use one that requires that I use a specific ligature.

I actually rather dislike the 13 series of Vandoren mouthpieces, regardless of the model they always played super-flat for me; back in college when I had a M15 (13 series) I had to get a shorter barrel to keep it in tune, then eventually got a regular non-13 series M15. If these are the 442 ones, like the regular lineup of Vandoren mouthpieces, then that's a good thing.
Yes, these are ones with the funny body shape where the M/O ligature fits it like a glove. However, I've tried Rovner and other fabric ligatures on it and they work just fine. The M/O ligature itself is not bad, though I prefer a properly-shaped Bonade.
I tried the CL4 when it first came out, and it's a pretty nice mouthpiece. Nowadays, I generally recommend one of the D'Addario Reserve (X0/X5/x10) mouthpieces to students upgrading from their beginner equipment, but these are a steal at $35 for both the mouthpiece and ligature. I went ahead and got one of each color.
