I'd check with some brass instrument repair/replating places. I think they would be the best to ask your questions to. They do trumpets all the time, so I would think an alto bell should be no problem for them.

Replating anything is quite labor-intensive. The original plating must be completely removed (stripped), the base metal dents removed, polished, sometimes plated with a soft metal (copper), polished, and a very thin final plating put on. This takes quite a lot of time, but the result is worth it, albeit expensive.

There have been postings relating to replating in the recent past accompanied by discussions of where to get it done. I don't recall, however, that anyone suggested the possibility of having it done by a jeweler. In my family we have an adequate supply of heirloom silver plate items (napkin rings, flatware, etc) which get used on a regular basis. As a result, items occasionally need to be replated. We have never had a problem finding a jeweler who would get the replating done for us. It is not cheap, but neither is it excessively expensive considering. It seems to me that having one or two pieces of a horn done would be a similar sort of job to plating/replating items of jewelery.
