 Just kidding. It looks like a boehm clarinet with an additional articulated c#/g# key and a wraparound register key. It appears to have a broken spring on the g#/c# key.

 It's a Boehm system with additional forked Eb/Bb mechanism (ring for LH finger 3) and articulated C#/G# key.
 
 I sold a Selmer Centered Tone with this same keywork configuration a couple or so years back - I think it's in Israel now (see attachment).
