Does anyone know of any quality cloth or rubber ligatures for a reasonable price? Or know of any high quality reeds besides Vandoren, like a synthetic reed? If you do, please tell me what the company name is.

Ligatures:
Rovner ligs are great. I use the Versa model most often. It sells for around $45. I also like the cheaper Rovner Dark model that sells for $18.
BG also makes good leather ligatures starting at around $30.
Reeds:
For cane reeds I would try Rico (the Reserve Classics are my current favorites), Gonzalez, Zonda, and Xilema.
For synthetic reeds I think Forestone reeds are the nicest. Legere reeds are also nice. I'm not a big fan of fibracells.

I use Forestone reeds on all of my clarinets and saxophones for all of my performances--orchestra, wind ensemble and jazz band. They are always ready to play--without all the cane hassles--and last indefinately. They are quite uniform in strength from reed to reed and sound just as good, if not better, than cane.

Synthetic reeds are great. It just takes a while to psychologically get over the fact that you are paying the same price for a single reed that you would for a whole box of cane reeds. Of course with Vandoren reeds you usually only get one decent reed in a box anyways so maybe it's not that big of a leap.

Ligature — not exactly rubber but you might look into a Robert Vinson Equa-Tone. It has a bit of 'stretch' which lets you, once the lig has been seated on your mouthpiece, install and remove it without having to adjust the screw. Price is around $15.
