The problem is that my reeds battle back if I'm going over the break (in either direction) or into the very high register very fast and slurred.
They just refuse to respond, and there's a noticeable silence before the next note comes out. Other than this, they seem to play well.
I suspect that the dry weather may have something to do with it. Is there anything I can do the reeds themselves (e.g., sanding) to alleviate this problem?

Probably not the reeds. Make sure your fingers are completely covering the holes at the same time when you switch registers, and get the horn checked out for leaks.

I'd second the advice of the previous two posts. It's possible that your reeds are too soft and some slight movement of the instrument as you go over the break is causing the mouthpiece to shift in your embouchure and you're closing the reed. It would be very hard to tell without hearing you.
