 Bassi "Nocturn" source?

I'm trying to find the approximate composition date of Luigi Bassi's "Nocturne," as published in the Rubank "Concert and Contest Collection" book, but I'm coming up dry.

The piece isn't even listed in a UNT doctoral dissertation by Madeline Johnson about Bassi's clarinet music, though I suspect Hymie Voxman transcribed it for clarinet anyway.

Can someone give me a date and-or the source for the piece?
