if a mouthpiece is worn and little chipped, does it make a difference in tone quality?

If it's chipped, it's very much prone to chirps and squeeks. It depends where it is chipped and worn.

Not the "tone" perse but the response and or playability if the chips change the flat surface of the the tip rail, or side rails to any real degree.
Any scratches or gauges to the non-playing surface are a bummer but have no affect on sound at all. Even chips to the tenon on the outer surface would have no affect. There may be some issues if the inside (bore surface as it exits the tenon) were marred in some way but this wouldn't be serious.
