You can see such behaviour a lot lately, mainly in public or state owned companies that are "restructured" or subject to "success oriented leadership".

There's too little information in that article for me to understand what really happened. Maybe the writer assumes readers already know something about the situation. Apparently the instruments were confiscated from orchestra members who had failed to fill out a form. Those who didn't fill out the form were no longer considered members. But what kind of form was it and why did so many people not fill it out? Did these people refuse to fill it out for some reason, or did they simply neglect to fill it out? Was taking back the instruments a petty little power play or . . . what?

Yes. And that makes me wonder whether some members of the orchestra do own their own instruments. If so, did these people need to fill out the form, too? And did they fill it out? And what happened to them if they didn't?

Where in the world is this story taking place? I have my suspicions, but I would prefor more authoratative info than what he article gave me.
