Bob, Despite having limited knowledge of Italian, I do not know what the term means, and cannot find it in my 1905 Pocket Standard Dictionary of Musical Terms (Carl Fischer). But, a search of the term led me to a review of a recent Dieter Klocker recording. Scott Morrison says, about the last movement the following:

"The finale is a set of variations on a popular song of the day, 'Pria ch'io l'impegno', hence the trio's subtitle, the 'Gassenhauer' ('Street Song') trio. Beethoven takes the rather simple melody and works it through a set of marvelous variations that never, however, leave the theme unheard. "

Perhaps you'll get help from somebody who knows Italiano inside out, but the term appears not to be a tempo marking.

Best wishes

As far as I'm aware it's the name of the tune Beethoven used. The last word I know is commitment.

The theme is taken from the comic opera "The Sailors' Love" by J. Weigel. The title; '"Pria ch'io L'impegno" has humorous lyrics saying that, before starting to do anything important one must eat… The variations maintain a light nature throughout.

Here's the answer -- perhaps more than you want to know. http://test.woodwind.org/Databases/Klarinet/1999/01/000095.txt.
