 Encore Brand Clarinet

I've recently come across an Encore USA B-flat clarinet. Can folks give me info about the horn: where made, manufacturer, comparative quality, approximate date of manufacture...? I appreciate any assistance anyone can provide. The horn's serial number is: 187923. I can't find anything about the piece on the Internet. Thanks! Ed
