This was a past auction that claimed to lower the tuning of an instrument. from the pictures, it looks like a piece of string used to clog up the barrel to lower the pitch or something. anyone ever hear of such a thing?
Howard tuning device. i just found it strange.

Yeah, I've seen those things . . . they lower the pitch by increasing the ratio of the length of the resonating tube relative to it diameter. Unfortunately, they often cause other undesireable changes in pitch and intonation as well, so they are not generally considered the best fix for sharpness in a clarinet. Eu

That's an old 'cure' for sharp pitch instruments - it's briefly mentioned in Anthony Baines' book.
