okay my band director secrectly hates me but im wondering if its odd if on certain pieces you have to play the second clarinets parts and the second section leader plays 1st part.

That's not odd at all. At UMKC we all rotate parts. For instance, I'm a freshman and we have a Master's student that is playing Principal on 1 piece, Eb on 2 pieces, and 3rd on 1 piece. We sort of have our own "parts" if you will. For instance, I'm on 3rd on 3 pieces and 2nd on 1 piece. Me and this other kid both do that, which means we rank at the bottom of the section in our ensemble. But, everyone will play more than 1 different part.
I highly doubt your teacher hates you. Your teacher could be doing what my college does, or just wants more people to have a chance to play 1st clarinet part. Most colleges that I've heard of DO rotate parts.
Also, I've been playing 1st a lot in high school and honor bands and now I'm on 3rd in college and it's actually cool because this way I get to work up my clarion and transitioning over the break. Usually on 1st clarinet, you don't do this a whole lot, so it's nice to strengthen a different range of my playing.

ohh im glad it isn't odd becaue im first chair but then she was like ohh youl be playing in 2 on this piece and i was like okay. But yea i freaked a little because then i was sitting in like 6 chair. thanks though

At my high school, we have a wind ensemble, so it's one to a part. We rotate parts. Everyone has to switch. In marching band, when there are parts that need to be heard, our teacher puts the guys (our top 3 chairs are guys, and us 3 can cover 1st part by ourselves)on lower parts.

it is absolutly normal to rotate seating. Most colleges / conservatories etc have a rotating policy of some sort.
